Are these two obstruct appoint a second plastic surgeon in Jaffna Hospital?

Medical Council charged that Jaffna Hospital D.M.O and Jaffna Health Department Director are the  two obstruct appointing second  plastic surgeon in Jaffna Hospital. 

It is learnt that though Medical Council had permitted to appoint a secon plastic surgeon to Jaffna General Hospital these two high ranking medical officers are not willing to accept the second surgeon to their hodpiyal.
