Mother after delivering her baby struggles for life due to much bleeding! Doctor at fuel Pauline..!!

In Nugegoda hospital, a mother after delivery struggles from much bleeding while the doctor in charge of the ward was present in fuel Pauline.  It is reported that at that time there was not even a three-wheeler available in the suburb to fetch the doctor to save the woman.  

This incident did not happen in a remote village in Srilanka, but contrarily it happened in Nugegoda in Colombo. So who is the prime culprit for this incident? People express their opinion and point out that power crazy Rajapakse rulers are  the main culprits for these disasters.
